FY 2016-2017

STAR Bursary
Helping needy ex-offenders with training and education
Partner: Yellow Ribbon Fund

There were 9,602 inmates1 in the Singapore prison as at 31 December 2015. About 88% did not receive education beyond the secondary school level.

Vocational training, skills upgrading and further education improve ex-offenders' employability and re-integration into society. Financial support will enable them to pursue training and education, helping them to gain skills for employment and self-sufficiency.

Through the STAR Bursary programme, ex-offenders are supported with funding for part of their course fees and living expenses. These students pursue Certificate and Diploma courses which enhance their employability, such as:

  • NITEC in Mechatronics
  • Higher NITEC in Mechanical Technology
  • Diploma in Digital and Precision Engineering
  • Diploma in Nursing
  • Diploma in Marine Engineering
  • Diploma in Nautical Science
  • Diploma in Business Practical
  • Diploma in Electrical and
  • Electronic Engineering
  • Diploma in Common Engineering
  • Diploma in Operations and
  • System Management
  • Diploma in Health Management and Promotion

Temasek Foundation Cares has supported the STAR Bursary since 2009. Since the start of the programme in 2009 to 2015, 28 students have received the Temasek Foundation Cares STAR Bursary and 14 have graduated from their studies.

FY 2014-2015

Yellow Ribbon Fund Temasek Cares Star Award
Helping ex-offenders to raise their employability through further studies
Partner: The Yellow Ribbon Fund

The Yellow Ribbon Fund Temasek Cares Star Award provides financial assistance to needy ex-offenders by helping them to upgrade themselves and achieve self-sufficiency through further studies and eventually, gainful employment.

Students awarded with the bursary would also be guided and helped in their preparation to work with potential employers. Through this initiative, the ex-offenders are given a new lease of life and reintegrate smoothly into society and their family. 20 students were supported through this award in the last financial year.

Helping ex-offenders to gain employment and become self-sufficient
Partner: The Yellow Ribbon Fund

The Yellow Ribbon Fund - Temasek Cares STAR Award helps ex-offenders rebuild their lives. The programme offers bursaries to financially-needy ex-offenders to help them with the cost of skills and vocational training. This training will help them to gain new skills so that they can obtain employment and be self-sufficient, both of which are key milestones in their efforts to reintegrate into society. Temasek Cares is reaffirming its support for ex-offenders with a new grant to support 15 STAR awards for another year.



FY 2010-2011


Temasek Cares and the Yellow Ribbon Fund have set up the STAR Award to help ex-offenders rebuild their lives. The programme offers bursaries to financially-needy ex-offenders to help them with the cost of skills and vocational training. This training will help them to gain up-to-date and employable skills so that they can obtain employment and be self-sufficient, both of which are key milestones in their journey to successfully reintegrate into society.

The STAR Award helps ex-offenders to reach their fullest potential. Ex-offenders are often unable to upgrade themselves upon their release from prison due to time and cost constraints. In order to provide for themselves and their families, they often have to take on low-skills jobs with limited prospects. By providing bursaries to help with educational and living expenses, Temasek Cares is helping these ex-offenders to increase their employment potential so that they can build a better future for themselves and their families.
