FY 2016-2017

Kids Integrated Development Service (KIDS) 0-3
Pilot programme to provide integrated health, social and child development services for vulnerable children (aged 0 to 3) and their mothers
Partners: KK Women's and Children's Hospital, AMKFSC Community Services

Studies show that children of socially and economically disadvantaged parents are at higher risk of compromised development by the time they enter pre-school. In July 2014, the Temasek Foundation Cares – KIDS 0-3 Programme was launched to provide a comprehensive spectrum of care through a multi-layered and integrated health and social care support system. The Temasek Foundation Cares – KIDS 0-3 Centre was subsequently opened in October 2015 as a venue in the community for social networking and support.

Since the start of the programme in 2014 to 2016, the following observations were made: 

Achievement of Developmental Milestones
90% of children at age 12 months, who are in the programme, have achieved normal development milestones (based on Ages and Stages Questionnaires®). In the baseline study, only 60% of children below the age of 5 years achieved normal development.

Birth Weight
Babies of mothers recruited early recorded better birth weight. 

Immunisation
More than 80% of children are up-to-date with their immunization schedule as compared to 60% in the baseline study.

Understanding of Child's Developmental Needs
Families have good understanding (based on Family Outcome Survey) of, and are better able to contribute to, their child’s developmental needs.

The programme is expected to benefit 150 mothers and children currently in the KIDS 0-3 programme.

“My work involves supporting the health and development of the children as well as the overall well-being of the mother and family through home visits.

During these visits, I monitor and facilitate the developmental milestones of the children by introducing age-appropriate activities that fit the daily routine of the child. For example, if the child is around two to three months old I will suggest placing him on his tummy to help develop and strengthen the neck and core muscles. Doing this will also allow the child to explore his surroundings visually.

My work also involves empowering the parents to be intentional in the growth and development of their child. I help parents with parent-child interaction by focusing their attention on the present needs of the child through the cues they can observe, and encourage parental involvement during playtime.”

FY 2015-2016

Temasek Foundation Cares - Kids Integrated Development Service (KIDS) 0-3 Centre
One-stop integrated health, social and educational services for vulnerable children (aged 0 to 3) and their mothers

In July 2014, the Temasek Foundation Cares - KIDS 0-3 Programme was launched to provide a comprehensive spectrum of care through a multi-layered and integrated health and social care support system. The Temasek Foundation Cares - KIDS 0-3 Centre was subsequently opened in October 2015 as a venue in the community for social networking and support.

The Centre is located at the void deck of Block 643, Ang Mo Kio Avenue 5. The Centre has a conducive and welcoming environment where mothers and families in the programme can socialise, participate in learning activities or facilitated play sessions together with their children.

The Centre/ programme has the following goals:

  • To optimise development and learning of children from vulnerable families through home visits, centre-based services and community partnerships
  • To establish an integrated model of health and social support services for vulnerable children and their mothers

The programme is expected to benefit 300 vulnerable mothers, mothers-to-be and children three years old and below.

FY 2013-2014

Temasek Cares – Kids Integrated Development Service (prenatal to 3 years old)
Integrated health, social, psychological and educational services for children from vulnerable families
Partner: KK Women’s and Children’s Hospital, AMKFSC Community Services

Temasek Cares KIDS 0-3 is a community-based programme aimed at optimising the developmental potential of children from vulnerable families, starting from pregnancy up to the age of three years. The programme model was developed based on evidence from early childhood learning, support and intervention programmes. Temasek Cares KIDS 0-3 is designed with the view that young children need positive and warm relationships, rich learning opportunities, and a safe environment to thrive and develop to their full potential.

The programme, a partnership between Temasek Cares, KK Women’s and Children’s Hospital and AMKFSC Community Services, will provide a comprehensive spectrum of care – health, social, psychological and educational – through a multi-layered and integrated community health and social care support system.

A cross-sector, multi-disciplinary team comprising paediatricians, obstetricians, therapists, nurses, social workers, community health visitors, and other professionals will work closely with the mother and family, to provide support in the healthy development, early stimulation and development of learning skills of the child, and also the well-being of the mother. The programme also includes home visitation by trained personnel who will provide education about child health, development and care, and offer support to the families.

The Temasek Cares KIDS Centre in Ang Mo Kio is a key feature of this pilot programme. It will complement the home-based services with resources, parent education classes and training for mother and child. The Centre will be managed by AMKFSC Community Services and supported by visiting healthcare professionals from KK Women’s and Children’s Hospital.

The services will be coordinated by a team of Temasek Cares KIDS 0-3 professionals among a network of community partners; including government and health agencies, child development and education centres, voluntary welfare organisations, family service centres and neighbourhood organisations.

The programme expects to serve 300 expectant mothers from diverse backgrounds in Ang Mo Kio over a three-year period, and will follow-up with them till their children are three years of age.
